The ECB Designer uses some form of CAD tool such as:
    OrCAD Layout,
    PADS PCB (PowerPCB)
    Tango (P-CAD)
    WinBoard
All use their own system of drawing commands and layer management but the art is virtually identical between them all. An ECB tool is usually chosen because of:
    compatibility with previous layouts,
    familiarity by current ECB Designer,
    using existing software versus buying new software,
    corporate policies.

Regardless, the tool must generate proper files for the ECB fabrication house and the ECB stuffing operation.
