The Software Engineer tool is often a generic or one supplied by the uP/uC manufacturer such as Atmel or Microchip as well as others. All use their own language structure but the art is virtually identical between them all. Common languages are:  C and variants thereof like C++ and C#,
Visual Basic,
LabVIEW.
compatibility with previous designs,
familiarity by current SW Engineer,
using an existing tool versus buying a new tool,
corporate policies.
